Literature ReviewEstablishing productive relationships between universities has been a major goal for many academic institutions; it is obvious that technology is used in collaborative and cost-effective way to deliver services that were beneficial for the Higher education sector.

MyTO SystemIn Malaysia, some of projects have been adopted to develop the partnership among the universities; one of these projects was electronic thesis dissertation ETD. MyTO uses the open source approach to develop a retrieval system.

To realize the theses central repository, data conversion strategies were outlined and adapted the Dublin Core interoperable metadata standard in managing its resources for more flexibility in sharing the metadata across multiple systems. To meet these needs, there is a new kind of technique such as data warehouse, which has evolved and matured in the last few years; e-government needs data warehouse common storage with data warehouse tools to integrate, analyze and mine its information. Furthermore, e-Government can help university bodies to provide opportunity for universities by using data warehouse common storage.

Thus, the departments can provide a common platform for best performing government and industry seeking employees to interact for projects and researches. Based on that, universities' departments can very easily get the details of universities in various fields with the help of data warehouse Bhanti, et al. However, organizing data in e-Government is very important, which mean, a lack of resources in one department and overabundance in the other department, could lead to non-availability of correct data and ease to scatter information.

Therefore, data warehousing has become a better choice for public administration, which have boosted in interaction between data analysis and reporting, as well as, providing categorical structure for static data and variable data Inmon, Indeed, the information is kept in various formats, in different platforms and in heterogeneous data base systems. A pattern is shown at the information requirements at each level and the information flow across levels.

Eventually, information that flows from top fund sanction, allocation and disbursement details is detached to generate information for lower levels.

However, information that flows from lower level such as expenditure details, benefits details, beneficiary details etc. As such, the pattern provides the entire vertical domain of e-government architecture with an ideal domain for the development of data warehousing as shown in Figure 2. Data warehouse can link many universities together inside common storage. This information is sorted and managed properly because of the meta-data. These techniques of data warehouse are very useful for universities that can help them to improve their work and enhance the services that they provide to their staff and students. The data warehouse system can provide quick and easy data incorporation from Malaysian public universities administrators.

The main purpose of the Data Warehouse is to serve as a central reporting and data distribution environment for regulating data and information.

First layer is the database layer. The second layer is Extract, Transform and Load ETL Layer;this tool gathers the clear information from universities' databases, then fit this information with operational needs, after that load the collected information into common warehouse. The warehousing layer is the third stage, which saves the universities' information depending on the type and time current information and historical information.

Common warehouse leads to increase information sharing between university's departments. Additionally, it develops the interaction among agencies in these different universities. In addition, it easily responds to staff's queries because of universities information saved in huge warehouse. The fourth stage is data mart layer which save the information depending on the department or college, because meta-data can classify the information based on specific requirements. The fifth stage is tools layer; through this layer the Online Analytical Processing OLAP analyses information to make valuable reports to the universities' departments.

Moreover, it supports multidimensional view to analyze the data. On another hand is the Data mining DM ; it mines information in the warehouse to supply statistics information for universities. Moreover, there is decision support system which can make report to help decision makers and finally ad-hoc tool which provides way to write special user queries. Finally, the last stage is the interface layer that uses e-Government applications to provide analysis and mining information to agencies in universities from the common warehouse by internet and network connections that can provide by webpage.

Secondly, the data of Malaysian public universities must have a proper model of its storage. Thus, Star schema is the most common modeling paradigm in a data warehouse, it is easier to understand and navigate, easy maintenance, which be recommended for most DSS user tools Jarke, et al. The dimensional data is maintained in the dimension tables and the data is maintained in the fact table. The dimension table can connect with the fact table by a key word as well as modified data.

In fact star schema structure has a fast respond for user queries and also has better structure for data in the warehouse; thus, many projects had used it to build their database tables. Figure 5 illustrates the star schema model inside the warehouse. This figure shows structure of the tables inside the database management system.

Therefore, we can see that there are many dimensional tables such as Staff, College, Student, Subject, Schedule, Mark, Address and others. Thirdly, the data of Malaysian public universities should be saved depending on the departments; therefore, data mart can be implemented to do this job. Fourthly, data warehouse tools such as data mining, OLAP, decision support system and ad hoc query need to be implemented depending on the needs of MOHE. Finally, e-government interface can be used to show the dashboards of data warehouse tools.

Moreover, the e-government interface can be used by the administrators in MOHE to see the data analysis and reports. Conclusion and Future WorkWe investigated the application of data warehouse for the e-government, that can provide the electronic information sharing and interaction between universities in higher education.

By extending the depth and width of electronic information sharing from building the data warehouse in the e-government, we proposed architecture to increase information sharing and enhance interaction between the agencies in universities, combing the practical example of Malaysian universities. The proposed method is much more important to improve the standard and quality for the e-government to share knowledge, ideas and information.

Moreover, if the Malaysian public universities want to link their databases together, they need to follow the standard format of extracting data, modeling the data, save data depending on the departments, applying useful tools and using the e-government interface as dashboard interface. The future work of this study is to find the influence factors that affect the electronic information sharing between Malaysian public universities.
